What is the best way to block weather bug from being installed on my user's PCs? Unfortunately my users have to be local admins on the PCs.

Use a GPO to block the installation.

Well depending on how many PC's you have to administer, you could setup a proxy server with Microsoft ISA.
There are some other 3rd parties out there that work well to. I use barracuda, it will also scan the PC's for spyware.
