IMHO, I'd stick with the built-in pop-up blockers in IE or Firefox or both. When you start adding in more apps/plug-ins for duplicating already built-in features, then you're just asking for more headaches, as you'll have more of a chance of running into an issue somewhere.
Also, if you like the Google Toolbar, it has a separate built-in pop-up blocker.
And while you're at it, make sure you have some anti-spyware aps installed, and your Antivirus is up to date. If you're having so many pop-ups that it's annoying, then you may have a bigger problem.

All of these apps are very light on resources, except for during system scans. Otherwise, you hardly notice any of them are there (unless you have a really old computer with very little memory - less than 256 megabytes probably unbearable, less than 512 megabytes noticeable).
