Whats the best way to upgrade an NT 4 domain to 2003 when the DC cant handle 2003? Is the best thing to create a 4.0 server that will, promote it to PDC then upgrade? Single NT domain 200 users and machines

I would say the *easiest* way would be exactly what you suggested. Install NT on new hardware as a BDC. Then promote that BDC to PDC, then upgrade to 2003.

The only drawback is that some people do not like to upgrade their OS, and prefer a clean install of 2003. In that case, you would create a separate domain and then have to migrate the NT domain into the new domain using ADMT.

FYI, you might want to post this in the W2k3 forum. mclichstien is correct, you are on the correct road.
