No, that is only for making VPN connections from within your network.
To connect your 2 VPN endpoints, you need to make sure all the settings match. And point them to the other's respective IP address...
Where exactly are you running into trouble?

I managed to get my VPN connection going, but I'm just trying to understand the filter settings now.
Current settings
Block LAN request • Disable
Multicast Pass Through • Disable
IPSec Pass Through • Disable
PPTP Pass Through • Disable
Remote Management • Disable
Remote Upgrade • Disable
MTU • Auto
If I set block WAN requests, will the VPN link still work?
what about if I enable all the passthroughs. Will the VPN link still work?
