BCM50 Release 3 and Monitor Issues

Have any of you guys come across the issue on Monitor on Release 3 BCM50 where there is no line activity?

We have quite of few of these installed and all experiencing the same problem.

Only on Release 3.0

Although I had the correct cartridges downloaded, after loading the Element Manager from Nortel over my existing installation, line monitor is now active again.
