BCM400 release 4.0 services

I have an issue with a live BCM 400 release 4.0 that does not start all services. On boot the telephony gets stable but system has no voicemail and no access via manager or putty. The status led is off and the hard disk led from time to time blinks at a very low rate.
I can ping the system on both lan ports. I moved the disk to another BCM400 system and has the same behavior. Status led is off and cannot access the system.
Any ideas? Could it be a failing hard disk? PSU is not for sure as the second BCM400 system has brand new PSU.

It does have the sign of a bad hard disk, that when Web related services and CP both stop working because they both rely on the hard drive.
Otherwise PS or bad BFT, check for near exploding caps, I think it was green caps were faulty and soon replaced with blue ones.

no it is not BFT it is all good caps , and not PSU as i tested the same drive at another BCM400 that is brand new - out of the box opened 5 days ago.
Will restore a backup i have to another drive and try, i will update with the results.

Hello Nikos

Can you access the BCM via the serial port and watch it boot up?.
I once had this problem and during the initial bootup, I had the option to repair some files.
