Right-click the shortcut for Element Manager, click Properties, select the Compatibility tab, then choose to run in compatibility mode for Windows 2000.

You can also upgrade the Vista to Vista Ultimate or Pro or whatever the highest level is.
One of our techs here has Vista Ultimate and Element Manager works just fine.
