I have often wondered this as well. One of the few reasons I've been told for lack of PBX features such as internal call hold music is that the BCM is developed around the Norstar, which at deployment in 1988 was a "small" business key system, and why would you need hold music between phones when you have only 1-24 at most phones in an office????....that's what the larger Meridian 1 systems were for.
Norstar may have started out as a small 3x8, 6x16 or 8x24 DR5.1 software....but users requested larger systems with the reliable and easy to use and administration of features of the Norstar, so the Norstar evolved into more of a PBX than a simple key system. In other words, Nortel focused on improving the large scale operations of these systems with the introduction of Enterprise Edge 1000 and the BCM series, but little details (such as internal hold music, 8-12 Meridian 1 ring tones, call buzz) that could have brought this system more into line with the Options series features were FORGOTTEN, or maybe purposely left out.
In addition to the lack of the 4 extra Nortel CS1000 ring tones, enhanced Caller ID display on sets and lack of call waiting buzz, the lack of internal caller hold music is where the BCM could surely be improved. I've sent some emails to Avaya on this, so they are aware of it....but the more requests they get, the more likely, they will consider these features in the future.
