BCM 400 4.0 phone issues

I have a BCM 400 4.0 I am having an issues with getting ip1140 phones to come up. I have changed all settings and changed ip addresses. Phone just keeps coming up server unreachable. Tried pinging phones just times out. System not seeing phones at all. I can however get IP2002 phones up and working fine. Any ideas what is going on?

Are those I1140 phones Unistim or SIP?
