BCC Journaling not working

I can't seem to get BCC journaling setup. I already have message journaling working and I followed the steps in the KB article to add the Parameters key and the DWORD JournalBCC with a value of 1 and stopped and started the smtp service and the IS.

I sent a few test emails to mailboxes on this account and checked the message journaling mailbox. The BCC user doesn't show up.

Any ideas?
