No, I don't see it. I thought it should be there. Is that a rights issue or a services?
Are you saying that the "bulk administration" tab on the top of the main cucm admin page between the "user management" and the "help" tab is not there?
Have you activated the bulk provisioning service found in servicability under tools-> service activation?
