2) That largely depends on the flavour of your Unix.
You might get more help in a more specific forum.
But to begin with:
There might be a shell Variable $TIMEZONE.
Try man timezone.
1) Unix don't have creation time. The much closer seems to be the inode change time.
2) The standard way to change the local time is to play with the TZ environment variable. You can try [tt]man environ[/tt]
