base converting program

Im just new to programing and have to develop a modular computer program that will produce the following
1 Allow Binnary (base 2)to Quad (base4) conversions
2 Entrys should be in the range of 00000000 to 11111111
3 The equivelent representation in Quad shoud be displayed as four Quad (base 4) digits.
4 A user ID should for program entry
5 The program user Id date to a file when user exits program

I have been ill for the last few months and fell behind in my programing studys and need so help to gain my HND

This is not an ODBC issue. Find a forum which relates to programming language you wish to use and ask in there.

I would also omit the fact that this is an acedemic assignment.
