bar chart plus percent

Crystal 9 here, I have a chart that shows scheduled events and actual events per month giving me two bars per month. I would like to show the percentage (as a line) of scheduled events that were completed to plan as well.

The report is grouped on a year+month formula and the sum of scheduled and actual events are produced by two more formula's. I can get a chart with just a percentage to work but if I add the sum of a percentage formula to the above chart it just shows a corresponding value from the axis rather than a percentage.

I ended up creating two charts as I have done before and setting one to be transparent, I take it that there isn't another way?
