Banning certain robots

I am being visited by a robot every five minutes like clockwork. The user agent is Mozilla/4.0 (compatible; EMonitor 6.0 Windows NT). It seems to be looking for the same page over and over. Does anyone know what this robot is? And why it keeps coming back every five minutes? Is it possible to ban this pesky visitor?
 
It might be an idea to post in the IIS forum, if it is IIS that you are using. I seem to remember that there is a file called robots.txt that you can put settings in.

 
I know about robots.txt ... I have the feeling that this robot is not going to abide by it though (judging from it's behavior so far). What I am really wondering is if anyone knows what this bot is? and if I can keep them off the site through iis (and I will post this in that forum as well)
