Banners for telnet and ftp

hi everyone:
I 'm new to linux and I'm trying to put a banner for telnet and ftp on my system,but I don't know how to do it. Please help me

What FTP server are you using?

It is generally recommended, by the way, to use ssh in lieu of telnet.

For telnet use /etc/issue for messages before the login: prompt and /etc/motd for messages after.
