guys, i have an issue, i have mutliple files on my website, and i have plenty of bandwidth, but i would only like my users to be able to download one file at a time, and also to limit that file to only 2K per sec, can someone pleease help, thanks in advance, i am on windows 2000..thanks!

OK then... IIS5 has the facility to limit bandwith used and the number of connections PER VIRTUAL SERVER. So maybe you could create many virtual servers each on a different port. Then limit the number of users to one (!!!) and throttle the bandwidth to 2kb/s per virtual server.
I'll leave it up to you how you distribute users among the sites
