balloon message box

Hi:

I got a user who just upgraded to win2k pro said he can't see anything in the balloon message box, the messagebox would usually show the info about a file (ie. date modified, size etc.) his box just shows empty box, is there something has to be configure ?

I am personnally using an NT workstation and it doesn't have that feature, is this some kind of add-in by Microsoft ?
