baffling problem with .lnk files

We are having a problem with running .lnk from the start->run command line. It pops up a screen asking for a file association. However, if I run the same .lnk file by double clicking it in an explorer window it works, and if I type the name in a cmd window it also works. It just doesn't work from the run line.

Any ideas??
