backup issue (veritas 9.1, and Veritas 10d)

I just started as sys admin and working on 2 different backup servers (veritas 9.1, and Veritas 10d) after insert all tapes in library i try to scan them but it keep scan 10-12 hrs but doesn't complete and whenever i try to run any backup its keep getting media load then become in Queued.
so please help me out so i can backup.

all media set by 8weeks, overwritable and not appendable.

What happens when you run an inventory on the library? I'd be checking to make sure the backup server can see the tape device.
