I am wondering why the options for "File and filegroup" and "Transaction Log" backups are disabled within the backup database capability in Enterprise Manager for one of my databases. Why would I be prevented from doing a transaction log or file based backup of one of my databases?

Backup - Filegroup and Transaction Log Option Disabled

Check the recovery model of the database. It the recovery model is simple you can not backup the transaction log.
right click on the db and select properties --> options.
