Backup Exec Job Engine service hangs on reboot

I am running Back Up Exec 8.6 rev. 3808 on a Windows 2000 Server with SP3, dual 400Mhz processors and 512Mb RAM. Occasionally when I reboot the machine, the Backup Exec 8.x Job Engine service hangs and will not allow the program to connect to the server. Rebooting again seems to solve the problem. This machine also runs Citrix Metaframe 1.8, Oracle 8.1i server and a VB client application. Anyone else getting this problem, and if so, did you find a solution?
