Incremental and differential backups are not possible, because one or more of the Microsoft Exchange transaction log files has been deleted since the last backup.

1)Does this file exist?

NEWFS_EMS_NO_LOG_BKUP

and 2) if so, does it exist when the backup is being done?

and 3) if so, does Backup Exec have access to that file?

I can find no trace of this file existing anywhere. And searching the net have only found that this is a valid error but no solution. Running this on NT4.0 with Exchange 5.5

In the job setup selection switch to text view and see if the entry is list in text view in the selections.

Okay, look at this last line:

Incremental and differential backups are not possible, because one or more of the Microsoft Exchange transaction log files has been deleted since the last backup.

Some questions to ask yourself or the Exchange admin:
Are Microsoft Exchange transaction logs being backed up? Is there something deleting the transaction log file?

This is the issue you need to solve. BE very clearly states that your backups are failing because the exchange log is missing. Solve why it's missing and you will solve your backup issue.
