Background image lost when converting between layers and tables

I am using Dreamweaver 3. When I create a layer and add a background image, it appears and tiles as expected. However, when I convert the layer to a table, the background image disappears. Alternatively, when I add a background image to a table cell, it also appears correctly but disappears when I convert to layers.

Is this a known bug and if so do you know if there is any patch available. If this is not a bug, should I have selected a particular option?.

I have submitted a bug report to Macromedia but they are under no obligation to respond to my specific report and have not done so.
