IP Office has supported SIP phones since release 6.1, but if I fill in the bits of your question that you left out, you mean J100 Series other than the J129, and no. Its 11.0 and higher only.
[It might be possible to get them working, but they would not be recognised as Avaya phones so would use the wrong licenses and most of the features wouldn't work.]
