Avaya MVExpress 4610 VPN Phones (WEB LM?)_

I have installed the MVE and all is working, now the customer wants to use remote VPN handsets (4610's).
I understand that the firmware on the handsets needs to be changed to use VPN but not sure about the rest.......

Do I need to install A WEBLM server and do I need additional licences for this?

Any advice?????
