Avaya IP Office upgrade from release 5 to 9.1

I Try to upgrade an IP Office from R5 to R9.1 (chassis v1 to V2) but the license VCM channel migration (transfered) is license status valid but I cant register any station in the display of the phone is show the message no license. I try dowgrading from the R9.1 to R 8.0 but the same. Attached a picture.

You need an Essential edition license, real or virtual.

Thanks for the reply but The system have a Essential Edition license.

Looks like you're licensed properly.

Do you see 48 Endpoints in SSA?
And have you fitted a VCM card in the system? (I see there is one entry, but not what it is)

Oh!!!!! I have not installed yet the VCM card. I think that's why the license error.

and hopefully it's a real VCM card, since the legacy ones don't work on 9.1
 
What do you mean? I have the VCM32 in the IPO R5.0 in production yet. This VCM card don´t work in 9.1????
 
What would be the process for this upgrade?

How does this sound?

1) Upgrade V1 chassis to 7.0, then
2) Load the 8.0 BIN files to Manager, then
3) Upgrade V1 chassis to 8.0, then
4) Load the 8.1 BIN files to Manager, then
5) Upgrade the V1 chassis to 8.1, then
6) Install the config onto the V2 chassis, which would be starting at release 8.1
7) Load the 9.0 BIN files to Manager, then
8) Upgrade the V2 chassis to 9.0, then
9) Load the 9.1 BIN files to Manager, then
10) Upgrade the V2 chassis to (FINELY) 9.1

Where am I wrong?
