I have a question about this too. Is it in Google Play and is a license required for 9.0 or 9.1?
9.0 and 9.1 you are out of luck. There are no more licenses available for these releases.
The last 9.1 release was in 2017 and Avaya stopped supporting this long ago as well as changed the way the licenses are done from the old ADI (license string uploaded to the system) with PLDS (single xml file that includes all licenses the system has)
and YES you need a user license that allows your use of the cell phone app
