Avaya 3641 IP Wireless Handset with SIP

I am totally new to programming the wireless 3641. This is where I'm at:

I have installed the USB drivers for the dual charger.
I have installed the Avaya HAT tool and I have that working.
I have downloaded SIP 1.1.1 sw for 3641 IP Wireless handset and have loaded it on a handset via the HAT tool.

I want to assign a new D.I.D. phone number to a handset.
I tried to build a new USER XXXXX in System Manager but found that there is no Template for a 3641 SIP Handset.

I am trying to locate and view the 46XXsettings.txt file in Avaya Utility Server. I can locate the IP Phone Settings Editor but I can not view the 46XXsettings.txt file.

Question:
1. Do I use System Manager for configuring a new SIP User?
2. If System Mangager, how do I add a template for 3641.
3. I can log into the Utility Server but once I'm in how can I view the 46XXsettings.txt file ?

4. I haven't gotten to the IP address range or the AP's......other than that, where do I go from here?

2.call it 9608 sip - CM doesn't care about set type for the most part. Sip phones are aliased as 9600s - even polycoms, audiocodes analog gateways that register a port as a set off the PBX, etc.
3. - it should just show it to you as text in your browser. If you can get in to thru the admin interface, there's usually a IP Phone Settings Editor or some similar menu item that lets you view/edit the settings file on it. In the absence of that, get hfs+ http server on your laptop, put it on the network and drag+drop your firmware/settings file in that. It's about the easiest http server you can run yourself for testing one-offs
