Avaya 1616 keep rebooting

I have an IP office 500 v2 with IP and Digital Phones
the problem is whenever there is a power outage the IP phone 1616 stuck in restarting loop until you reset the phone

Try upgrading the firmware on the phone, if that don't work replace it.
