Avaya 1608-I keeps restarting after I enter PROCPSWD

Hello good morning, this is the problem:

I have a 2 new Avaya 1608-I when I connect on my lan it start and when I want to configure press * to configure ask me for the PROCPSWD,I just press # because like is a new phone does not have a password and the telephone restart, if I put a password from a user it make the same thing.
