Autopack in SWD 4.0

Hi
i am right now working on SWD 4.0. but strangely in the software package editor the options of "Autopack and Tools" is not available and are dim...
could anyone know what's the problem, am i missinmg some thing that needs to be installed or there are some defects and patch has to be applied....

Any help will be appreciated...
