AutoEnrollment failing on Domain Controllers certificate (0x80070005)

I have a Enterprise CA and is ona member server in a 20003 forest. I have double check the issues with SP1 for 2003 and the CertSvc in DCOM. I still get failed enrollment. Here are the events
