Auto zipping attachments?

We have a few scattered users that when they send emails (outlook 2003 & 2000) and it doesnt matter the size.

Sometimes they are zipped sometimes they are not.. and the most problematic is sometimes it zips it but doesnt change the extension to .zip (people cant open the attachments unless they add the additional .zip to the end of the file name)

Now initially we thought this was associated with local installs of winzip somehow monitoring and zipping things.. however we are now seeing it on XP machines that do not have winzip installed... for the life of me I cant find an attachment compression setting in office so I'm wondering if its a server/exchange problem.

Have any of you seen this before?

if you open the attachment you get junk.. if you add a .zip to the end.. it works
 
I have no idea what it is, but Exchange does not have the capacity to auto zip files.

There are Exchange/Office 3rd party tools that will do this but it's hard to imagine that you wouldn't know about them being installed.
