Auto Updating PN

I am trying to update my citrix clients to program neighborhood version 9 they currently have version 6.3. I am using the client update feature on the citrix server. When it is updating a non-administrator user it doesn't update the program neighborhood icon on the desktop. I gave the user full permission to the desktop and it creates the new shortcut and keeps the old version 6 icon there too. All my clients are using Windows XP.
