Auto reboot of IBM 615 server after power failure

I have multiple IBM 615's with 5.1 OS installed and after a power failure the server does not automatically boot. ( have to press the reset button on front of unit)
I have set OS to Automatically reboot after crash and set multiboot startup to ON in the SMS menu
When restarts after a crash the load stops with 101100AC in console (which indicates a power loss)
Does anyone know how to force the unit to boot to multi user mode without manual intervention?

A crash refers to a software crash. I do not believe the option applies to a power failure.
