Auto created outlook quick launch

Default behavior of Outlook 2003 is that when a user starts Outlook for the
first time Outlook is added to the Quick Launch bar.
Is there any way to disable this behavior?
I know the Quick Launch entry can be deleted from the users profile but it
shouldn't be created in the first place.
