Auto Align Text Frame

Hello Gang...

Is there a way to keep a text frame on the outside of the page when pages are adjusted after a page previous to it in the book is removed or added?

I tried to put an empty text frame in the master spread, but I cant edit the text in it with unlocked the fram from the master. But this does not keep the frame on the outside of the pages when they are adjusted.

 
Is this for text or an object?

If it's for text, then make a new paragraph style, open up that style to edit it, in Indents and Spacing, choose Alignment, towards or away from spine.

You can do the same for objects, as long as they are anchored in a text box.
 
That gets me a lot closer. However, Unless the text inside the frame (item part number) is at least a certain length, I dont want the text slammed up against the outer margin.

If I can get the text frame to auto align another text frame inside it, then that would be great. As long as the inner text frame width can still be changed depending on part number length. This way when page position changes, the inner text frame would move left or right but the text inside it would remain centered.
 
I found a way.... I will just make a paraprapg style for each length of part number under a certain length.
