Authentication advice sought for access to streaming port please

I'm running Windows XP Pro x64 and want to know if it might be possible to create an authentication process where a client arrives at a particular port on my PC (which is streaming real time security video) and then have to go through an authentication process before being allowed to access the port

For example, could something be done with I.I.S. or something else??
