Enable "Monitor Rap" in the server resource. This will write what resources are changed by whom in a rap log.
7.x added this feature along with having an Admin Group and a User Group, so you can have folks that belong to the User Group have less ability than Admins.
Also, NetWorker Operations allows you to assign specicif Operation Type rights to specific people, and logs there actions.
