Attendant trunk to trunk connection

Need to connect an incoming ground start trunk to an outgoing ground start trunk via the attendant. Tried procedure in manual but system keeps console in conference instead of releasing trunk to trunk. What should I check?

Try setting the disconnect supervison on both in and out on both trunks to yes.
