Attendant Overflow going to Voicemail

I have an incoming PRI that rings an attendant console, if the attendant does not answer it overflows to a hunt group. The phones in the hunt group all have voicemail. So, any inbound caller may receive one of the overflow users voicemail at random. Is there a way to have the inbound call ring until answered instead of hitting a random VM? Any unconventional workarounds someone has thought of?
 
Hunt groups ignore any call forwarding to voicemail.
If the line is ringing an extn and it forwards to a Huntgroup then the call will not go to the huntgroup members voicemail.
The hunt group may overflow to an extn that has voicemail.

Check the Huntgroup DN number..eg hg1 is 461 on default.
Check your attantant extn and see if its call forwarded to 461 or whatever hunt group DN you are using.

May be you have Night service on using a Ring Group.

Go to Target Lines and check what extns have been assigned to your target line
