On the IS, you can limit the size of the mailbox. On individual mailboxes you can limit the size of messages sent and received, but you can't limit the actual number of messages, with or without attachments.

Thanks Brontosaurus but I am looking for a way to audit all mailboxes to find out how many messages each has including size of attachments.We've hit 15GB and I need to start banging heads to get it cut down - so I need a report that will highlight the main offenders. Thanks

You can get a generic view by going into the Mailbox Resources section under the Information Store object on your Server. This will not show attachments however....
