Attachments not being delivered

I have Outlook Express 6 using XP and whenever I get emails from one particular person the attachments are never included and there's no message stating why. I informed the person who sends the emails and he said that others outside his work(where he sends the emails from) receive the attachments.

Any ideas would be greatly apprciated.

Are you certain that they are not being delivered...or has OE 'removed access to the potentially unsafe attachment'?

I get no type of message what-so-ever. I'm familiar with the "potentially unsafe attachment" message so I know I do not receive it.
