Attachment showing bigger than actual size

I have a user who is trying to send an attachment at 9MB but is getting an NDR saying the attachment is 11MB and therefore to big as 10MB is the limit - OK we can probably get it down to less than 10MB but I need to know why it is saying it is bigger than is actually is.

Any ideas out there??
