Athlon 64 heat question/problem?

Alright I just purchased a Athlon 64 3000 Cpu with a MSI k8N NEO motherboard. I do not have the operating system installed yet and checking the temperature in bios show my cpu temp to be at 60c. Within 10 minutes the temperature is all the way up to 69-70c. Since this is my first Athlon 64 is this the normal operating range for this CPU? I consider it way to high for me. I did buy another fan/heatsink and got some arctic silver 5 and I have the same result. Everything seems to be ok otherwise. Any help or suggestions would be appreciated.

Certainly high if it were here in the UK.
I've built a few Athlon64's now and they run at similar temps to high end XP's (idle in the mid to late 40's and max in the low 50's)
But! so much depends on ambient (surrounding) temps because this is air cooling so don't forget good case cooling, the closer you can get the case internals to the external air temp the lower the CPU will run.

Well just to make sure I replaced the Motherboard with a different brand (gigabyte) becuase I read a couple of articles saying the MSI board I had did have some heat reading issues in the bios. I also replaced the cpu just to be sure. The result is I now have a 40C in low idle and avg 45-50 with a load. So I'm guessing it was just the motherboard because also I had problems getting XP installed on it. I have a friend with same CPU and he also averages about the same at 40-45C.
