ATA186 control via CallManager?

I have an ATA186 that is running the SCCP image. When I received it the H.323 image was on it, I upgraded/converted it manually to the SCCP image. It now works fine and registers with CCM etc. The problem I seem to be having is trying to change the Network Locale settings (and so the ring tone etc). I have set Network & User Locale to United Kingdon and reset the devices in CCM but it still has the US ring tone. I have also tried changing firmware via CCM and it just doesn't do it.

My understanding was that CCM can control almost all the features on the ATA just like an IP Phone?
I have seen the various WEB pages that are available on the ATA and it is entirely possible there is something set that is preventing CCM from changing something.

Does anyone know where I might be going wrong?
