ata hotline

i have something i am kind of confused about. i have a cics that i programmed the internal ata on to just give outside line dial tone using the hotline. the ata has access to pool a with 3 lines in it.i have it's prime line as intercom, hotline external and to use the prime line. the device hooked to it does the dialing. and it does not dial a 9. i originally had the 9 in the hotline along with a pause, it would not work until i took the 9 out leaving only the pause. my question is how does it access pool a without a 9? does it know because it is set for external?

You need to progam under external: F78

It looks like you told it that the prime line is the pool group. Therefor you don't need the 9 to get to an outside line. Your already there.
