If you have a LAN active with file sharing enabled AND you have a Dialup connection active at the same time, are you at risk from the bad guys on the internet?

If your only gateway to the outside world is via a dialup connection to an ISP, then I think it's pretty safe.

under 2k you can unbind the file sharing from the dial up connection.
