AT PC Failing to POST after PSU failure and replacement

Hi,
I recently had my psu start screaming at me and getting very hot so i shut the system off and went a brought a new at power supply.
I installed it in the system.
When i power on all the devices switch on (network, hdd, cd etc)
However the motherboard fails post (beep) it never makes one
No Visual data is sent out my monitor remains on standby.
Now i am no dumbA**s and have built my fair share of systems.
So i have taken it all apart madesure there are no shorts.
Swapped bits of quipment in etc..
However just a powersupply and a motherboard nothing posts
Nothing posts with any peripherals attached
Is my mobo shot?

21. Breadboard the system--take the motherboard out of the case, use a CPU (w/heatsink and fan), RAM, Video card, and Powersupply to power system. Be very careful that nothing is going to short out on a conductive surface (or on another part). If it POSTS now, put it back in after carefully checking for shorting points in the case (especially motherboard standoffs).
A) Don't forget to try another Power Supply--even though the fans spin, it can still be bad.

You say the psu started screaming, Could it have been the caps on the system board, are any of them bulging or leaky? Also it sounds like a cap blew,and it might have damaged other components after it stopped filtering the voltage correctly.

I shall use google before asking stupid questions!

So the PSU didn't actually fail? just got hot because the fan was seizing?
In that case no damage should have occured to other components.
You may just have a faulty NEW unit.
If the PSU did fail then disconnect the HDD as these are often damaged (short to ground) when a cheap PSU pops which prevents any sort of post.

Ive had the system running with PSU Motherboard video card and ram
Still no post at all
I have noticed that a funny square looking block called Q5 on the motherboard gets incredibly hot.
I cant see any capasitors that have gone

- just a question...have you or can you reinstall the old psu and try it if it boot ...you have your answer .?
